they sent me text on my cell about cutting my debt in half.

These people are running a scam. The U.S. Attorney's Office knows about them, and are on top of it. Over 100 complaints filed in the last 6 months. They told me the scammers appear to be part of an ongoing Russian Mafia group that tries to get people to contact them for their account information, which they send to a group in Canada, and sell it worldwide. Never seems to end.

I also got a text it reads as follows.
"Do you have 10k or more in credit card debt?
Our debt relief program CUTS your payments and total debt by over HALF.
No upfront fees. May we contact you?"
I called my phone service to ensure they didn't sell my number and they said the didn't.
