Its definitely in volition of any FCC laws. What pops up is ACS State Healthcare but they try to sell you low interest credit cards. And once you pick up and verify you're a live number, your number then goes into a database for other unscrupulous telemarketers.
And for those who whine about the DNC list...try filing a complaint. That process is absurd! No, it s joke which is why telemarketers ignore and keep calling.
Fortunately I have instant block features on my phone so I'll never hear from them again.

I just recently got caller ID, mainly because of the junk phone calls (for years) that come from Credit card services or card holder services with a recorded message from Bridget, Carmen, Lisa or Rachel. I blocked the number which was a local person with a business. Now I get one from Heather at ACS ST HLTHCR at 973 824-3250 with the same credit card recording as the others. I have now blocked that number. I do report these numbers and names to national do not call.gov website and also the State do not call list in my state.
Someone just needs to start ARRESTING and issuing HUGE FINES to these offenders.. instead of slaps on the wrist.

They might not give a company name, but the callers were the card service scammers who wanted you to give them your credit card number, so they could use it for their own purposes (drugs).

Just happened to me!!!. I called and reported it to Chase. They are aware of this scam that is going on. I had Chase cancel my credit card immediately. The callers have just enough info to bate you in........When the caller became rude, belligerent and argumentative, it dawned on me I was not talking to Chase. Caller hung up on me. If you get sucked into this like I did, immediately call your credit card company and have your account number stopped, and a new one issued. There are two telephone numbers to these scammers, 1) 973-824-0321 and 2) 458-201-0321. If you see these numbers come up on your phone, don't answer it!

Called talking about my account and they could lower interest rates. Pressed 1 as requested. When I asked the name of the company someone mumbled something and then hung up.

The recorded message said it was for some kind of credit card interest reduction service. Press "1" to speak to a representative or "2" to hang up. I pressed "1". I then got a representative. I asked for the name of the company. They said Credit Card Services. I ask why did they call, since I was on the DO NOT CALL REGISTRY. They representative asked why I pressed "1" then. I informed them it was illegal for them to be calling me. They hung up on me. I tried to call them back but the line was busy. I then reported the incident to the DO NOT CALL REGISTRY compliance website. I recommend everyone do the same.

The number 973-824-3250 called my cell but left no message. Checked whitepages.com to see if it might be listed, and it is. The number is to Xerox located in Newark, NJ. The company also has a toll free number listed, 800-701-0710. I thought it was strange for Xerox from Newark, NJ to be calling me . I live in Nevada. I see by a couple of other posts that it has called with a no one on the line when answered and the other with a credit card offer. Looks like some one is spoofing the Xerox phone number so the one doing the calling can hide their real number.

If they would have answered you, you would have found out it was the drug-addicted "card services" scammers calling! These junkies call us, pretending to be associated with our credit card companies in an attempt to fool us into giving them our credit card numbers so they can rip us off. People that have given these lowlifes their card number have suffered severe financial losses. Beware of these scum, and warn others before they are cheated!
