This has happened to someone else as well.  Definately a scam.

received a call from this telephone number where male with obvious Jamaican accent (because he would say "tree" instead of "three" to pronounce the word "three" (number 3)claimed to be the president of Publishers Clearing House; he stated that he was Dave Sawyer when asked and told me, when asked twice, that this was not a scam; he did not receive any private information; however, just wanted to inform those who are reading or doing research on this number that this IS A SCAM!!! artist and number; he wanted money to be sent in the amount of $399.64 in order to receive a "so-called" cash prize worth $850,000; DO NOT FALL FOR THIS, I DIDN'T, THIS MAN CALLING FROM A JAMAICAN NUMBER IS A SCAM ARTIST AND USING Publishers Clearing House and Mr. Sawyer's name from the clearing house to attempt to get money from U.S. citizens.
