They use dialers or computers that they just have to plumb in numbers as a ROT, however, google your name and number. Any place like spokeo that comes up, make them remove that information. Also here:

Consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

They said I had won a government grant and needs to send them 398 $ on a green dot moneycard the grant was supposed to be 7800$ as I haven't filed for bankruptcy in the last six months and I pay my taxes on time however when I asked them if this was related to the green dot money card scam I have heard about I was told not to waste her time and hung up on.

scammer told me I had been awarded a government grant of 7000.00 for having good credit and paying my taxes on time. He wanted my bank routing and account number or a credit card to deposit my award electronically. The guy had an Indian accent and claimed to work for the Federal Government. Further he had my current cell number with my current address.
I asked the guy if he could send the check to my address. He claimed it was electronic deposit only. I then asked if he had a Web site I could visit. He couldn't give me a web site per se, Instead told me to Google government grants which brought up many hits. However his so called Web site was not one of the hits www.usgovgrants.org. I then refused to give out any financial information and asked for the phone number of his supervision. He gave me 202-559-4607. However I noticed his phone number was 213-965-3964 (Los Angeles) on my caller ID. So I called the 202-558-4697 number and got another Indian who refused to give me any information and after swearing at me hung up. BEWARE.
