Google is not making these calls.
They come from independent 'internet marketers' who claim to be with Google although they are not.
They promise to get your website 1st on search engines, even though Google says not to believe anyone making this claim.
Shady way to try to start a business relationship and first sign of a scammer.

The Caller ID for this number is "Cravath Swaine", when answered it asks if you want to update your google listing. I get calls like this at the office everyday from different numbers.
