SUMMARY
This Order revokes the election of International Asset Group, Inc. (IAG), to be regulated as a business development company (BDC) and orders it to cease and desist from violations of the Investment Company Act of 1940 (Investment Company Act). The sanctions are based on IAG?s repeated failure to file required periodic reports with the Securities and Exchange Commission (Commission) and to maintain a fidelity bond as well as the fact that it ceased to engage in business.
I. BACKGROUND
The Commission initiated this proceeding on March 29, 2012, with an Order Instituting Proceedings (OIP), pursuant to Sections 9(f) and 54(c) of the Investment Company Act. The OIP alleges that IAG is an investment company registered with the Commission pursuant to Section 8(a) of the Investment Company Act and that it has repeatedly failed to file with the Commission periodic reports in compliance with the Investment Company Act. Further, the OIP alleges that IAG elected to be regulated as a BDC pursuant to Section 54 of the Investment Company Act but has failed to maintain a fidelity bond in compliance with Section 17(g) of the Investment Company Act and additionally has ceased to engage in business. IAG was served with the OIP in accordance with 17 C.F.R. § 201.141(a)(2)(ii) on April 3, 2012.1
1 IAG was served with the OIP by USPS certified mail delivery attempted delivery at ?the most recent business address shown on [its] registration form,? 101 Marietta Street, Suite 1070, Atlanta, GA 30303. See 17 C.F.R. § 201.141(a)(2)(iii). To date, IAG has failed to file an Answer to the OIP, due twenty days after service. See OIP at 3; 17 C.F.R. § 201.220(b). Thus, IAG has failed to answer or otherwise to defend the proceeding within the meaning of 17 C.F.R. § 201.155(a)(2). Accordingly, IAG is in default, and the undersigned finds that the allegations in the

OIP are true. See OIP at 3; 17 C.F.R. §§ 201.155(a), .220(f). Official notice has been taken of the Commission?s public official records concerning IAG, pursuant to 17 C.F.R. § 201.323.
II. FINDINGS OF FACT
IAG (CIK No. 1199923),2 is a Nevada corporation located in Atlanta, Georgia. IAG has been a registered investment company, pursuant to Investment Company Act Section 8(a), since October 24, 2002. IAG is delinquent in its periodic filings with the Commission, having never filed any periodic reports since the date of its registration. Its Nevada corporate registration has been revoked.3
On October 24, 2002, IAG elected to be regulated as a BDC pursuant to Investment Company Act Section 54. However, it never provided a bond issued by a reputable fidelity insurance company against larceny and embezzlement by its officers and employees, as required by Investment Company Act Sections 17(g) and 59 and Rule 17g-1.
III. CONCLUSIONS OF LAW
By failing to file required twice-a-year reports, IAG violated Investment Company Act Sections 30(a) and 30(b) and Rule 30b1-1. By failing to provide and maintain a fidelity bond, IAG violated Investment Company Act Section 17(g) and Rule 17g-1, which apply to BDCs pursuant to Investment Company Act Section 59. Additionally, IAG has ceased to engage in business within the meaning of Investment Company Act Section 54(c).
IV. SANCTIONS
The election of IAG to be regulated as a BDC will be revoked, and it will be ordered to cease and desist from violations of Investment Company Act Sections 17(g), 30(a), and 30(b) and Rules 17g-1 and 30b1-1.
A. Cease and Desist Order
Section 9(f) of the Investment Company Act authorizes the Commission to issue a cease-and-desist order against a person who ?is violating, has violated, or is about to violate? any provision of that Act or rules thereunder. Whether there is a reasonable likelihood of such violations in the future must be considered. KPMG Peat Marwick LLP, Exchange Act Release No. 43862 (Jan. 19, 2001), 54 S.E.C. 1135, 1185. Such a showing is ?significantly less than that

required for an injunction.? Id. at 1183-91. In determining whether a cease-and-desist order is appropriate, the Commission considers the Steadman factors,
4 as well as the recency of the violation, the degree of harm to investors or the marketplace, and the combination of sanctions against the respondent. See id. at 1192; see also WHX Corp. v. SEC, 362 F.3d 854, 859-61 (D.C. Cir. 2004).
IAG?s violations of Investment Company Act Sections 17(g), 30(a), and 30(b) and Rules 17g-1 and 30b1-1 have been egregious and recurrent over a period of almost ten years. The violations are continuing and there is no likelihood that they will not continue in the future. There is a complete absence of any assurances against future violations or recognition of the wrongful nature of the conduct.
B. Revocation of Election to be Regulated as a BDC
Because IAG ceased to engage in business, its election to be regulated as a BDC must be revoked, pursuant to Investment Company Act Section 54(c).
V. ORDER
IT IS ORDERED that, pursuant to Section 9(f) of the Investment Company Act of 1940, International Asset Group, Inc., CEASE AND DESIST from committing or causing any violations or future violations of Sections 17(g), 30(a), and 30(b) of the Investment Company Act of 1940 and Rules 17g-1 and 30b1-1 thereunder.
IT IS FURTHER ORDERED that, pursuant to Section 54(c) of the Investment Company Act of 1940, the ELECTION of International Asset Group, Inc., to be regulated as a business development company IS REVOKED.

Following an investigation, Attorney General Eric T. Schneiderman announced Thursday agreements with two Western New York debt collectors, permanently barring one from the debt collection business and requiring the other one to pay $175,000 in penalties.

According to a news release:

Both debt collection companies engaged in deceptive practices to trick consumers into thinking they were in trouble with the law when they were not.

"More and more debt collectors are giving their businesses names that mimic law firms as a way to deceive individuals into thinking they are in legal trouble. Predatory scams that prey on Western New Yorkers will not be tolerated," said Attorney General Schneiderman. "These settlements put dishonest businesses that engage into deceptive practices on notice. Our office will prosecute unscrupulous debt collectors to the fullest extent of the law."

The first investigation ended with a settlement with John Chebat, who operates several debt collection businesses in the Buffalo area, including Western New York Capital, Inc.; International Asset Group, LLC; Unified Asset Solutions, LLC; Outsourced Legal Prep, LLC; Argos Alliance Group, LLC; and Check Systems Recovery, LLC.

The Attorney General's office entered into an agreement with Chebat requiring him to pay $175,000 in penalties and change his debt collection practices. The investigation concluded that Chebat collectors:


? Illegally contacted the employers of consumers.

? Illegally sent verification of employment forms to employers demanding information to which they were not entitled to. For example, they demanded social security numbers of consumers.

? Illegally sending letters to consumers on the letterhead of a local attorney.

? Falsely representing to consumers that, if they did not settle a debt, their case would be referred to a "nationwide network of attorneys" or in-house counsel.

? Engaged in Caller ID spoofing, the practice of causing a fictitious local number to be displayed consumer's Caller ID display, including local court phone numbers.

? Falsely represented to consumers that they were process servers and were about to serve consumers with legal process.

? Falsely represented to consumers that if they did not settle the debt, Chebat would pursue them "according to [the consumer's] Bad Check Laws"

? Falsely implied to consumers that they had taken civil judgments when they had not.

"Our Buffalo Regional office received hundreds of complaints from consumers about this company," said Attorney General Schneiderman. ?We have also seen a trend where debt collectors engage in shameful practices like spoofing to trick people into thinking that they are in trouble with the law when they are not. Debt collectors, like all other businesses in New York, must play by the rules or we will hold them accountable.?

In addition to paying $175,000, Chebat must (i) install a system that permits him to monitor the calls of his collectors without their knowledge, (ii) monitor his collectors on a regular basis to ensure that they are complying the law, (iii) bar his employees from engaging in spoofing and representing that they are process servers, and (iv) appoint a compliance officer responsible for ensuring that Chebat's collectors comply with the law.

IAG, or Legal Outsourcing as they call themselves, attempts to collect on payday loans that were allegedly taken out online. They refuse to provide documentation as required by law. They also violate the FDCPA by failing to properly identify themselves as a debt collection agency. In fact, they lie and claim that they aren't a collection agency, that they are an "enforcement agency". Big No No. It's illegal for them to represent that they are any form of governmental or investigative agency. They also claim that they can garnish your wages without a court order. Not true. They could violate the law even further by submitting false documentation to your employer. It's been done before. Chances are, they won't, but it's something you could certainly build a good case with if they did. Somehow, they do have a current license in New York state, but that really means little. You have to know your state laws. Many states require collectors to be licensed in their state as well. Also, many states don't allow collection on payday loans because payday loans are illegal in many states. The positive aspect of them having a New York license is that you could successfully sue them for violating the FDCPA. That's up to $1000 per offense, plus costs and damages. There are many attorney's who will take your case for nothing up front. They get paid when you win. I would also advise filing a complaint with the New York attorney generals office as well.

I recieved several calls from that number. I called and informed tham that they were on my caller ID and asked who had called me. The Man who had answered the phone said that someone from his office must have called and said that his screen was clear and asked for my number? I said that I wished to know what company he was with and he said "well give me your number first." I stated that "is fine. I will wait until I hear from a person from his company." He stated "Well, you are really stupied. To want to know who called from your caller I.D." and then hung up the phone.

Who are these people and why if I am on the no call list, why they would call my number?

Is there any class action suits against them for telephone harassment.

I keep getting telephone calls from this number,when i call them back they will put me on hold and transfer me to LEGAL OUTSOURCE GROUP. I have already had dealings with L.O.G before. After awhile they were very rude saying they were going to send a sheriff to my home and place of employment,if i did not cooperate with the company they are representing. If i owe a bill i want to pay it,but you can not make a person conjure up money they do not have.Is this company legitimate?

I got this call 3 times today 2-14-12 and hung up and they were persistent and hung up again!
They wanted personal info  such as ssi number
Number who called on called ID showed up as Hamburg  NY 1-716- 312-4288.
Telling me it was serious because I was committing fraud and I was going to be taken to a federal court and they needed my information to verify that it was me! This man said that my last 4 numbers of social security number and he only gave 3 numbers and they were wrong and I hung up!
He called upset saying that next time he spoke to me was going to be in the federal Court for Fraud and I hung up on him again on the 3rd time and they didn't called back!
1st call was a young girl who left a partial voice message on my answering machine for me to call them back that it was very urgently i lifted up the phone and started talking to her and when she heard my actual voice she hung up on me and then a 2nd call came in with a man who was and african/american I hung up on him then he called a 3rd time and when he told me I was being taken to a federal court for Fraud I hung up on him and never called back!

Some one has been calling me and my parents from this number stating that I have been involved in some international fraud.  They originally called me from a michigan cell phone and when I called them back and couldn't get anyone on the phone, they they called me back from a New York phone number!! Def. a scam!!!

Got a call from someone wanting to deliver "legal" papers.  Called the number back, it was the local WalMart.  Called the 800 number.  It's IAG, International Asset Group.  Said they had filed complaints, etc.,  Claimed to be a process server number but would not give OKlahoma caseid or process license number.  Threatened to have me arrested.  I asked him "for what?  it's a f***ing credit card.  I asked them why they hadn't read me the federally required spiel about being a debt collector.  They said that they were not a debt collector, but an "asset managament" company.  

Bottom line.  THEY CAN'T ARREST YOU AND HAVE NO LICENSE TO WORK IN YOUR STATE.  IT IS A SCAM.  DON'T BELIEVE ANYTHING THEY SAY AND TELL THEM NOTHING AND DON'T GIVE THEM A PENNY.  IF THEY THREATEN TO SUE, TELL THEM TO SUE.  THEY WON'T.

Everytime I call the #716-312-4424 I get a busy signal.  Is this a acam I believe it is because they are taking advantage of people's bank accts and soliciting money from their accounts under illegal transactions. This company, International Asset Group, is a scam. If a company says they are not willing to take a check, they are frauds. If they say they are not willing to make any payment arrangements, send you a verification of debt, speak in a civil manner, they are bogus. Any legitimate company will be able to verify the original debt. Do not fall for their scams. Don't answer the phone. Don't fall for the scare tactic. It is all BS. No sense in contacting the FTC because all that will do is just file it in a database. Ignore them. Until you see legitimate documentation, like a Debt Verification Letter, original copy of a contract, License to collect debt in your state, or receive a summons from a process server, don't believe their crap. That's all it is. CRAP!

I live in Ohio and had a voice mail threatening call from a Kory Ferguson at mumble-mumble to have my attorney call regarding legal action against me.  I knew that I had no debt or owed anyone, but stupidly hit the CID number 716-200-4705 and got the International Asset Group, then their "outsource legal department".  While on hold waiting for Kory, I googled IAG, read the comments and hung up.  Just wanted to post another number that he had instructed me to call with my "account number" - 855-350-5497.

And you can get out of stupid if you go to school to learn, or even get your head out of your video games.  There are always ignorant people ready to jump on someone else's business that they have no business in.

I am a paralegal researching IAG for the law firm I work for, who is representing a client with these calls.  Some of them are actually FRAUDS, or spoofs if you will, trying to get personal information to scam others.  They are illegal.

They contacted me from 7122004163, 7162004723 and who knows what others that I didn't get saved.
They said that I am in breach of contract from one of their clients.  LOL  Breach of contract?  What contract?  I don't have any contracts.  No credit cards.  No loans.  No nothing!
I simply pay rent, water, cable, electricity, my phone and buy groceries.

I would appreciate some information on how to start litigation on these frauds as well.

Thanks for the info.  I work in Human Resources and we got a fax from these people requesting information on one of our employees.  Usually we require that the employee themselves brings us employment verification requests and then we can have them sign a release in our office.  This sounded just a little fishy, so thanks to the internet and people like you, I now know what I am dealing with and our legal department will be getting this fax and I'm sure they will be in contact with the 'good" folks from IAG soon.

I am getting calls on my aunts telephone and they are leaving threatening messages to her for me and my sister! His name is Mike Hall..the number is 1-855-848-4844 ext.40. The company is IAG, they threaten lawsuits, sending federal agents for arresst within 24hrs, have your lawyer ready and etc. Please make them stop! They have no business calling my aunt about my debt and leaving threats..
