I received a similar call today from this jerk --- I have also received calls from him in the past --- it is a scam.  I just called and left a message letting him know that our number was listed on the Do No Call List and he was in violation of the rules and guidelines regarding that list.  I further told him that I was reporting him to the Attorney General's Office for bad business practices and also filing a report with "RipOff Reports" (see their website).  Hopefully if enough people complain we can eliminate his practice and shady business.

I am a recruiter and certainly find cold calling a risky way to hire people....I don't want to work for a company who hires people this way...(If, in fact, this is what they are really doing and there is not some type of scam behind it)
