I had a water leak in a townhouse I rented. It leaked worst after I moved. Plus They kept my deposit. I do not own the property nor do I owe the water company.

If you can submit a complaint with the Better Business Bureau. This collection company is not listed with them but you can still file a complaint with the BBB and it seems like they have good results in making the harrasment stop.

You say they are calling you on your CELL up to eight times a day from 7am-10:30pm?

Thanks for the heads up. It is nice to know who I will be dealing with, for I just received a letter from them demanding an obscene amount of money (I have told their "clients" over and over AND over again I don't have it), and will be waiting for their call. One thing is for damn sure--I will not hesitate to turn them into the FTC and Georgia Department of Consumer Affairs for the same FDCPA and TCPA violations.

I was wondering who keeps calling and leaving no voice mail!  So I guess they want us to Google their telephone number to find out who they are?  Sounds like a shady company, and I'm pretty sure I paid those hospital bills early last year.

I have patiently explained to these debt collectors on five occasions in the last two weeks that the dispute is between the ambulance company and my insurance company, and that I am waiting for resolution before I call the ambulance back with my credit card information.  I'm certainly not giving it to these people.  To their credit, three of the calls were as professional as can be expected during this stressful time - one person had the misfortune of autodialing me twice and remembering me.  The other two people?  One sounded like she had a mouth full of peanut butter and had to yell just to make herself understood to me.  The other person was an obnoxious and aggressive rude jerk.  When I volunteered that I was not even going to make a small partial payment in good faith until this is resolved, he shouted "We don't take partial payments!  You have to pay this in full!"

Enough is enough.  I have been courteous to these individuals, but their refusal to quit calling me until the other two parties work it out is proof that they're unethical scum.  And shame on the ambulance company for contracting with such a bunch of crooks!

This company keeps calling my number and I have no idea why.  They never leave a message so they must not have much to say.  If it is a medical debt collector then they surely don't have any reason to be calling me.  I have health insurance and considering my FICO score is almost 800 it's obvious that I pay my bills.

Portfolio Recovery Services

This company called claiming that I owed them for an emergency room visit in Feb. 2005. I asked for proof of bill, was told that they didn't have proof of bill, I advised that once I received proof of the bill that I would be more than happy to work out payment arrangements. "Representative" and I use that term very loosely, got rude and advised me that I owed the bill and that she would continue to call me until I decided to pay the damn bill. And they called daily upwards of 15 times a day, harrassing us (my husband and I), claiming this was my bill and I had received a notice about the bill all the while me telling them I had received nothing in my name from them.  Thing is, the only time in Feb. 2005 that an emergency room visit was made by anyone in my house hold was for a former foster child, who had medicaid, who was a ward of the State. Hospital was given medical insurance info, refused to file it after they were given information at least 5 different times.  1st collection agency refused to file insurance when the information was given to them.  I did receive a collection notice from Portfolio Recovery in this CHILD's name for the date of service that they were claiming was MY bill.  I decided to play nice. I wrote to the home office of Portfolio Recovery Associates, LLC, 140 Corporate Blvd., Norfolk, VA 23502 and advised them of a few thing that they OBVIOUSLY were mistaken on. 1.  Bill was for a CHILD. In my State a Child cannot enter into a binding contract of any type, medical or otherwise. 2.  Said CHILD was a ward of the State and therefore the responsible party was the STATE not me as his foster parent.  3.  Bill was aged 7 years, in my State the Statute of Limitations is 6 years for Breach of Written Contract.  4.  Since both the hospital and the original collection agency had failed to file the medicaid insurance on this bill that this bill was no longer due and payable (I even sent copies of the first collection letter and a copy of the medicaid card, why else would I still have the copies of either of those if I hadn't tried everything to get them to bill the insurance).  Sent this nice letter off registered mail, a few days later the phone calls stopped and we got a nice "I'm so sorry to have bothered you with this, this is now closed." letter in the mail.  Oh yeah, did I mention that I also let them know very quickly that due the age of the debt that they could not legally sue for payment NOR put it on the Child's credit record.

These people wouldn't even tell me who they were until they found out who they were talking to. I just wen't back to work from the hospital so who do they think I'm gonna pay first them or get my house payment caught up? The bill they say I owe is blown up to almost double, check what the hospital charges you cause they put things on your bill whether you had that done or not.

Wow - checked the language of the law.

My uneducated instinct that was spewed out above was actually pretty dead on the mark. Honest, no peeking, lol.

Section 806 of the FDCPA (Harassment or Abuse) states:

A debt collector may not engage in any conduct the natural consequence of which is to harass, oppress, or abuse any person in connection with the collection of a debt. Without limiting the general application of the foregoing, the following conduct is a violation of this section:

...

(5) Causing a telephone to ring or engaging any person in telephone conversation repeatedly or continuously with intent to annoy, abuse, or harass any person at the called number.

(6) Except as provided in section 804, the placement of telephone calls without meaningful disclosure of the caller's identity.

Ok - clearly Subpart 5 is violated - proof? Their phone records, my phone records, yours - all will show all calls they have made, the duration, etc. I'm going to turn on speakerphone and use another device to video record the next time I get this call so that there's clear evidence that they ring my phone and hang up everyday on me without any indication of who they are, who they are calling, or any info you'd expect from any caller, especially anything financial ... so you could, you know, have the ability to call them back and talk to the person trying to call you each day so you can work out this debt they're so concerned about. If that's not the goal of their call, and how could it be, how could anything other than an intent to annoy, harrass the debtor be at play? To me, the strategy seems to be to ring your phone at busy times of the day so often so as to infuriate someone into wasting precious time to figuring out what the heck is going on.  That is to annoy. No debt has ever been resolved on one of those auto-calls - they're not leaving you a message so you can reach them - just to bug you in to paying attention to some old bill.

But the law provides that bugging/nagging someone, or causing them annoyance them until they pay you (like by using your autodialer machine not to contact but to ring phones), is not a permissible 3rd party debt collection method under the FDCPA, it is prohibited. I have found claims of this practice going back to 2009. This is not accidental. This is a multi-year, company-wide business strategy.

Oh yeah, Subpart 6 - couldn't be clearer - to say there's no "meaningful" disclosure of the caller's identity - there's no disclosure at all. The caller ID is not a meaningful disclosure, it's automatic whereas disclosure means telling something affirmatively as to who you are - caller ID doesn't tell you any names or companies. Plus, if you call the caller ID # they will not tell you who you are calling in any event until you disclose private information to them. So, where is the disclosure? I can show that no disclosure is being made, numerous times, in calls made to my phone.

Wow, there's lots of stuff here.

What dummies - calls every day at same time (a little before noon) - if you pick up the call a voice says "dial 2 to be connected" and then the call disconnects, no matter what you try to do - everytime. What a bunch of total morons! Why even waste whatever the calling costs are to call me every day in a manner that leaves me unable to talk to them at all or even let me identify who/what the call concerns?

Someone should teach these leeches a lesson for being so stupid and lazy. Attorneys: creditors are allowed to call to collect debts, etc., for sure - but surely that does not include just ringing my phone everyday just to make it ring, with apparently no intention or ability to even discuss the debt via the call. Using the phone call repeatedly to annoy the debtor and not in a way to resolve the debt is, in my eyes, debtor harassment and violatory of the FDCPA. Akin to a creditor mailing an empty envelope to your house everyday ... yeah they can send letters, but the law is not intended to allow creditors to abuse debtors with tedious, pointless communications.

So, looks like this company is doing the same thing with hundreds, perhaps thousands of debtors. Phone records would clearly show how many of these calls are being made and the fact that the outgoing calls are never longer than a few seconds. If each such call is a FDCPA violation, that's $1000 in statutory damages for each call to each debtor - maybe for quite a while. Probably other damages too if what they're doing is intentional (surely it is).

Jeeze - there you go - some aspiring attorney, somewhere, just heard the case that will make him some hefty coin. Haha, Stalling debt collection imbeciles - you WILL get totally reamed and go out of business because of this, eventually.

someone from this number called me to collect on a debt I owed to the ambulance Co in Marietta, GA.   I tried back in Dec of 2011 to arrange to make payments on this bill as I only bring home $820 a month on disability.  I explained this to them and they refused to make payment arrangements and told me to call back when I could pay it.  Now I get calls from this number to pay the bill...I explained I tried to make payment arrangements, and I was told by the peron at this collection agency that I needed to pay in full NOW because the Ambulance Co did not provide services in segments, they provided everything I needed that night, so I need to pay in full NOW.

yes. very cryptic. so mumbled i couldn't even understand the extension... and he said it twice. funny thing is when I called back - they didn't even have a place to enter an extension... just wait, wait, wait, and never got an answer. guess they don't want to talk to me too bad. I couldn't understand his name either. Guess I understand now why they don't hide their phone number from caller id.

I've sent this agency two letters telling them to stop calling me at my house, which they're required to do under the Fair Debt Collection Practices Act. Both were sent by certified mail, so they got it.

Of course this hasn't stopped them from calling me with their pre-recorded "hold on" message every single day.

It's all good though because between those certified letters and the fact they're calling my cell phone (detailed listing of every call on the montly bill) they've all but guaranteed they can never their money in a court case.

i got a call from a mrs. williams today..she asked for me by name..when i asked her who was calling, she said mrs. william..i asked her where was she calling from..she wouldn't tell me, but asked for me by name again. I never said that it was me, but I asked her again where she was calling from. She got very rude and refused to give me where she was calling from. Then she said, "you have a nice day" and hung up..My thing with the call is that you're calling me, so if you don't want to give me any information as to where you're calling from, then I don't have to let you know if I am who you're looking for. She was very rude an unprofessional.
