This is an outgoing number for a company called Alere that operates health and wellness programs on behalf of numerous health insurance companies. If you call them back and give them your phone number, they can look up their reason for calling you. Their services are paid for by your health insurance company, which means you're also paying for them whether you use them or not!

When you call the number back you get a recording that the number has been changed or disconnected.
They said they were from insurance provider.

calls to me from this number are purported to be from a rep my medical insurance company, blue cross / blue shield. voice messages say they want to talk to me about their "healthy blue" program.

Got a call today from this number, No one was on the other end when I answered. I've received calls from thhis number in the past.

I don't know about the originator. My caller ID just showed "Georgia" & the #. It IS a GA area code. When I answered, it was a recorded message - something about medical insurance, then I hung up on it. Probably a telemarketer or scam.
