I believe that it might be a substitute teacher dialing system!  I am a teacher for a major district on West Coast; this has happened to me twice in several years!  And yes, the "calling periods are very early in mornings and at dinnertime.
Would be very maddening..hope that is what it is!!

It's definitely the "Subfinder" automated system that calls to try to find substitute teachers to fill positions when the regular teachers schedule their absences into the same automated system.  Many school districts across the U.S. use the same subfinder system.  If you do not work as a substitute teacher for the school district but are receiving calls, then you would need to call your district's administrative offices to have your phone number taken off the subfinder list because maybe an employee of the districy entered your number by error because it was similar to someone else's number that they meant to enter.

The Subfinder number for District 2 is an 866 number. No one knows which district this number would be for?

I just got this number Friday and am getting 6 or more calls a day at all hours.  You can press star to cancel calls for the rest of the day but it starts again the next.  Eating up my minutes and extremely aggravating.

I looked up the local office of SubFinder online since calling the 800 number back doesn't work.  Talked to the office manager who told me to block the number.....duh can't on my cell plan.  Only when I reminded her that the person who had the number originally may not be getting their notifications did she agree to try to see if she could find the number in their database.

This number is used by the Amarillo Texas ISD. It is used to call their subs for assignments. I believe it is also used for the purpose by other school districts.

I, too, received 4 calls from this number.  One call was last night just before 8pm. I received three more this morning back to back.  No one left me a message.  This does, indeed, become harassment in the event there is no message left.  If, in fact, it is the sub service calling, then they should leave a message else not call!   How can one block this number?
