I got one of those letters in the orange envelope too. I suspected that something about it wasn't on the up & up; I looked up the number online and found your post. The warning on the top of the envelope about a fine and/or imprisonment makes it sound like it's something official--plus all the IRS info included in the letter. Thanks for posting this--it saved me from the trouble of calling it myself to find out exactly what it was. Sorry about your Target experience.

This number belongs to a scamming/phishing company that profits from identity theft. Do NOT provide them with any personal information. Upon receiving what seemed to be an authentic letter from the IRS, I quickly realized the letter was bogus, as there were numerous spelling and grammatical errors throughout. There was also no return address on the envelope and no corresponding website to visit. They provided only a phone number (1-800-792-8085). I blocked my number (using the *67 feature) as I called them and gave them a piece of my mind. Their attempts to gain more of my personal information began with asking for my name and a PIN number on the letter they sent me. I refused to give them any information and instead informed them that their phishing scam was made obvious through their unprofessional letter. Don't be fooled - the letter comes in an orange envelope that appears official (it is sent without a stamp through first-class mail; in the upper left-hand corner it warns of a $2000.00 fine or 5 years imprisonment for anyone who interferes with the the delivery of the letter; it mentions various government and IRS codes that are, indeed, official codes used by the government). My personal information was recently compromised in the Target security breach, so I imagine this and similar letters may be related.
