Have received about three of these this month from different numbers.  There are about three or four things I do now and my unwanted calls are dropping a bit.

First, I keep a log: phone number, Date/Time, and what caller ID indicates.
Second, I submit the complaints to both State and Federal DNCRs.
Third,  If I get too many calls from either the same number or type such as "Credit Card Services"  I go State Attorney General's Consumer Division.  I provide the info from my log.

Received call on my CELL. Something should be done about these JERKS.

They called but I didn't pick up - didn't leave a message

Spammer.   Claims to they could lower interest rates but have to have them private info.

received a call. did not pick up b/c I didn't recognize number. no message.

Received a call. Did not pick up. No message. Spoofed caller ID was : UMPC (i.e. University of Pittsburgh Medical).

I picked up, and it was clearly an automated call talking about lowering my credit card interest rate. I was pretty suspicious, because I don't maintain a credit card. It offered an option to dial 1 to connect to an operator, so I did. I got a scratchy connection to a guy who seemed like he wasn't really prepared for the call. When I asked what company he represented (because the automated portion had been generic) he said that his company worked with Chase, Citibank, and Bank of America. I told him that I have no dealings with any of those companies, and disconnected.

Just received a call/message from this number.  It was a robo call that left a message about lowering your interest rate.
