Someone from this number left a message on my answer machine introducing themself as Investigator Chance.  They didn't say who they were looking for just said to call back to his dispatch number 877-820-2156 in reference to case number ######.  I have no idea who this is but I do believe that the police would be clear about which police department they're calling from.  I think it's either a solicitor or a debt collector.

These people called my job representing themselves as the police department.  They gave a court case number and said the police are respossessing my car.  It was a ploy - when I called the number back, he said he was a police officer.  It was an insurance company.
