Incorrect.
However, it is evident that your understanding of the DNC list is sadly lacking.

The DNC list does not automatically block calls.  Instead, it provides a list of  "do not call" phone numbers to legitimate telemarketers who pay a fee for the list.

The DNC list exempts political callers, survey organizations,  charities and companies with preexisting business relationships, but these organizations might have their own, internal Do Not Call list (ask them).

The DNC list  is not effective against criminals, spammers and scammers, because those people do not subscribe to the DNC list, and do not care if you are on or off that list.
Its purpose is to stop calls from legitimate telemarketers, and it does a pretty good job at that.

They called twice again today!! I filed a complaint with the FCC and FTC but they still call!  The DNC list is useless.

I keep getting calls from this number. All through the day. When I answer there is nobody on the line, so far.

This is "Diabetic Care Group",calling from another spoofed 'local' number. They are really in India or Asia,wanting to send a new meter for free. Persistant PITAs!

This is Diabetic Care Group. They are really calling from overseas,though they mask their number with a local area code..very persistant,calling every day.

two calls within 15 minutes, no message.
