They keep doing this because they're criminals. Criminals who operate telephone scams don't obey the Do Not Call list any more than burglars obey "No Trespassing" signs.
In fact, they may be calling from outside the United States, which means that U.S. laws like Do Not Call are not applicable to them.

Wow, I won a free cruise today! CID read "PACTEL" in all caps. "Nicholas" said his ID # = NW1278, and that he ws calling from Hollywood, FL. Kudos to "me" you for the great detective work.

We are a non-profit and get calls from this number CONSTANTLY. The time or two I have spoken with someone and asked to be removed from the call list, I've been hung up on.
The scam has something to do with Royal Caribbean and 'winning' a cruise for my family and myself, blah, blah blah....

What I cannot understand is that we keep getting these calls and they do not leave a message. We have all our phones on the no call list. These calls are very annoying. If we want to go on a cruise or vacation, we can call them and they DO NOT HAVE TO CALL US. I guess they have not heard that saying before.

Don't EVER answer your phone unless you recognize the call number. Seems like the ONLY way to stop these criminals from calling. They spoof their numbers, call from so many different ones that you cannot block them all .... and there is NO way to get off their list. I used to report all of the illegal calls .... but it seemed like an exercise in futility, and a waste of time. These particular scammers, call with all sorts of cons, from all sorts of numbers, and their only goal is to steal your $$$$. If you ever happen to talk to them, you will find that they are unpleasant folks (no surprise). Someone must be falling for the scam ... because the calls never cease.

I got a call from this number also. I registered on the DO NOT CALL Registry, it did not work, I call My cell phone company and they said the could block these calls for $5 extra on my cell bill. I just wish they could have told me that before I quit At&T!

I just got a call from this number (no message), saw from this website that they were telemarketers, and immediately moved the number to my 'reject caller' folder. They'll probably still call, but my phone won't ring, so I don't care. I have quite a long list of rejected numbers now. That's the only way to deal with these losers.

Pac Tel won a cruise to accept cruise press 1 and to remove press 2. I did neither and going to report it since my number is on do not call list.

These scumbags just called me about 15 mins ago and set my phone to forward this number to the local Police from now on. As always, I didn't answer calls that I didn't recognize the numbers.
Do Not Call List is a big JOKE, they can't do sh*t to stop the scumbags. My Panasonic phone that has the call blocking feature worked 1000x better than the DNCL.

The Free Cruise Telemarketing Scam

So you received a call saying you?ve won a free cruise, or that you?ll earn a free cruise by answering some survey questions? Sounds too good to be true, right? We?ve already written extensively about specific phone numbers that have been calling with such offers over the past six months, but we thought it was time to discuss the scam in general, and provide a master list of numbers we?ve tracked so far about the scam.
You may be asking, if they give away a free cruise, maybe it?s worth answering the survey, right? The problem is, it isn?t really free, and in some cases there?s not really a prize at all. Yep ? they get your survey answers, and you get a runaround that doesn?t always include a cruise. In other cases, I?ve heard of a cruise existing, but with hidden fees thrown in that doesn?t quite make it free, or even cheap. Or in another incarnation, no matter what dates you select, they aren?t available, but you?ll be offered an ?upgrade? rate to get in when you want.

The bottom line is that these people have been hammering the phone system, placing untold thousands of calls for such ?free? cruises. That fact alone smells rotten, and you will be better served ignoring or hanging up on any such offer. Why are they trying so hard to give something away?
Here?s a great article from last year, showing that the scam really hasn?t changed much since then. Further searching will reveal that this scam has been along much longer, for many years in fact. Not once have I come across someone who went through the process and didn?t feel scammed in some way.

A recent trend in telemarketing comes into play here, that of being compensated for filling out a survey. In the most common version coming from this number, people are asked to answer ten questions and will be rewarded with tickets to a cruise, perhaps to the Bahamas or a similar location. Sometimes they will make it sound like you?ve actually ?won? a cruise and simply have to answer ten questions in order to collect your ?winnings.?
There are lots of numbers jumping on this bandwagon, such as this one recently discussed here or this one that blew up phones around the country back in September. Ripoff Report claims that one of the similar numbers, 541-530-7708, belongs to United Public Opinion Group, found at surveycruise.com. I wasn?t able to verify this, however, but the website does show a business eerily similar to the one calling people from these numbers.
Many people have claimed that calls from them begin with a horn blowing and/or a message saying, ?This is your captain speaking?? It?s hard to imagine different companies would have such a distinctive opening, so one must deduce that all of these cruise calls originate from the same company.
It?s unknown how many different firms are participating in this offer, but it?s most likely only a small handful of places, and perhaps even just one. The phone numbers they use are most likely spoofed, as they keep changing from week to week, and customers are unable to call them back.
